Distinguished Senator Mohammed Sani Musa CON, Niger East and Chairman of the Senate Committee on Finance, was present yesterday during the second day of the Senate’s emergency sitting, where the historic State Police Bill successfully passed its Second Reading.
The Executive Bill seeks to reform and strengthen Nigeria’s security architecture by creating a constitutional framework for the establishment of State Police Services, thereby granting sub-national governments greater responsibility in managing security within their jurisdictions.
When enacted, the proposed legislation will empower state governments to play a more active role in policing and internal security administration, enhancing the capacity of states to respond effectively to local security challenges.
During the session, the Senate suspended certain provisions of its Standing Rules to admit key members of the Executive Arm into the Chamber, including the Governors of Ondo and Kaduna States, the Chief of Staff to the President, and other senior government officials.
Following legislative scrutiny and eventual passage by the National Assembly, the constitutional amendment bill will be transmitted to the State Houses of Assembly for ratification. In accordance with constitutional requirements, approval by at least two-thirds of the 36 State Assemblies will be required before the amendment can become part of the Constitution and take effect as law.
Senator Mohammed Sani Musa’s presence and participation underscore his continued commitment to legislative reforms aimed at strengthening governance, public safety, and national development.
