MPPPME Submits Key Achievements,  Proposed Legacy Projects for 2027 AKY Blueprint

The Kano State Ministry for Public Procurement, Projects Monitoring and Evaluation (MPPPM&E) has submitted a comprehensive memorandum to the AKY Blueprint Development Committee, outlining its major achievements, ongoing priorities, unfinished agenda and proposed legacy projects for consideration in the 2027 AKY Blueprint of the administration of His Excellency, Engineer Abba Kabir Yusuf, Executive Governor of Kano State.

The submission is aimed at ensuring that the Ministry’s statutory responsibilities, institutional reforms and strategic priorities are adequately reflected in the proposed blueprint for the second term of the administration.

The memorandum is anchored on the Ministry’s statutory mandate under the Kano State Public Procurement Law, 2021, as amended, particularly its responsibilities relating to the regulation and oversight of public procurement, review of proposed projects, issuance of Certificates of No Objection, as well as monitoring and evaluation of government projects across the State.

Major Reforms and Achievements
According to the submission, the Ministry has recorded significant achievements over the last three years in strengthening transparency, accountability, efficiency, procurement compliance and value for money in the management and implementation of public projects across Kano State.

One of the major innovations introduced by the Ministry is the Kano State Integrated Geospatial Projects Monitoring System, accessible through    kanoprocurement.ng.

The digital system represents a major step towards the technological transformation of project monitoring in the State. It is designed to facilitate the collection, management, tracking and presentation of project information through modern geospatial technology, thereby improving the Ministry’s ability to monitor projects in real time and provide reliable information for decision-making.

The Ministry has also established the Kano State Digital Public Procurement Portal (DPPP), an electronic procurement platform designed to transform the State’s public procurement environment.

The initiative seeks to gradually migrate government procurement processes from predominantly manual procedures to a more efficient, transparent, accountable and technology-driven electronic procurement system.

The Ministry further identified its routine monitoring and evaluation of government projects across the 44 Local Government Areas as one of the most impactful interventions undertaken under the present administration.

The programme provides for continuous monitoring and evaluation of projects initiated and executed by Ministries, Departments and Agencies (MDAs), as well as Local Government Councils (LGCs), with the objective of ensuring compliance with approved specifications, quality standards, project timelines and contractual requirements.

Over 1,557 Projects Monitored

The memorandum revealed that, from the inception of the current administration to July 2026, the Ministry has monitored and evaluated over 1,557 developmental projects across Kano State, with an estimated cumulative contract value of approximately ₦997 billion.

The extensive monitoring exercise has enabled the Ministry to provide independent technical oversight of government projects, identify implementation challenges, promote compliance with contractual specifications and draw the attention of relevant authorities to areas requiring corrective action.

The Ministry noted that the monitoring and evaluation framework has also strengthened public confidence in the administration’s commitment to prudent management of public resources and ensured that government projects deliver the intended benefits to citizens.

Unfinished Agenda and Second-Term Priorities

As part of its submission to the AKY Blueprint Development Committee, the Ministry has also identified areas requiring further attention and consolidation during the second term.

These include the continued expansion and institutionalisation of digital procurement and geospatial project monitoring systems; strengthening procurement compliance mechanisms; improving real-time project data management; enhancing monitoring capacity across the 44 Local Government Areas; and ensuring more effective coordination among procuring entities and implementing agencies.

The Ministry also seeks continued improvement in project planning, procurement processes, contract administration, monitoring and evaluation, with greater emphasis on quality, sustainability, cost-effectiveness and timely completion of government projects.
Proposed Legacy Interventions
The Ministry has proposed strategic legacy interventions that would further institutionalise the reforms already achieved and establish a sustainable framework for public procurement and project monitoring beyond the current administration.

Among the proposed interventions are the expansion and full institutionalisation of the Kano State Digital Public Procurement Portal, enhancement of the Integrated Geospatial Projects Monitoring System, development of comprehensive project data and monitoring infrastructure, strengthening of professional and technical capacity, and further digitisation of procurement and project-monitoring processes.

The proposed legacy projects are intended to create enduring institutions and systems that will continue to promote transparency, accountability, efficiency and value for money in the utilisation of public resources.

The Ministry emphasized that the 2027 AKY Blueprint should consolidate the gains recorded over the past three years while providing a clear pathway for completing outstanding reforms and introducing innovative interventions capable of transforming public procurement and project monitoring in Kano State.

The submission further demonstrates the Ministry’s commitment to supporting the administration of Governor Abba Kabir Yusuf in delivering sustainable development through transparent procurement, effective project implementation, prudent public expenditure and robust accountability mechanisms.

The Ministry reaffirmed its readiness to work closely with the AKY Blueprint Development Committee and other relevant stakeholders to ensure that the proposed priorities are carefully evaluated and incorporated into a comprehensive and result-oriented 2027 AKY Blueprint.
