FG Sets Nov. 15 Deadline for States on HOPE-EDU Deliverables

The Federal Ministry of Education through the Universal Basic Education Commission (UBEC) has directed states in the North-East and North-West geopolitical zones to intensify efforts toward meeting the required deliverables under the Human Capital Opportunities for Prosperity and Equity (HOPE-EDU) programme.

The Executive Secretary of UBEC, Dr Aisha Garba, represented by the Director, North-East, Alhaji Abdullahi Jarma, gave the directive in Kano at a four-day Regional Thematic Workshop on Structured Pedagogy Package (SPP) Guidance for participating states.

Ahmad described the workshop as a significant step toward strengthening the foundation of basic education in Nigeria, noting that education remained central to national development.

She said the Federal Government, in collaboration with the World Bank, was committed to ensuring that the HOPE-EDU programme produced measurable improvements in teaching and learning, particularly in literacy and numeracy.

According to her, the Structured Pedagogy Package is designed to provide teachers and education managers with the necessary tools, training, learning materials and assessment mechanisms to improve learning outcomes.

She stressed that participating states must submit their first set of deliverables on or before Nov. 15, 2026, describing the deadline as non-negotiable and a prerequisite for accessing the first round of programme disbursement.

The Executive Secretary commended the participating states for assembling teams comprising officials responsible for academic services, teacher professional development, monitoring and evaluation, as well as other technical personnel.

Earlier, the HOPE-EDU Programme Manager, Mr Olumayowa Aleshi, said the workshop was aimed at strengthening the capacity of states to effectively implement Result Area One of the programme.

Aleshi said the programme seeks to ensure that every Nigerian child acquires basic literacy and numeracy skills, adding that the Structured Pedagogy Package would serve as a major instrument for achieving the objective.

He urged participants to actively engage in the sessions, share experiences and develop practical plans that would translate the knowledge acquired into measurable improvements in schools.

The programme manager emphasised that successful implementation required a whole-of-system approach involving governments, teachers, education managers, development partners and other stakeholders.

He expressed optimism that effective implementation of HOPE-EDU would contribute significantly to improving the quality of basic education and learning outcomes across the country.

The workshop brought together education officials from states in the North-East and North-West geopolitical zones, alongside UBEC officials and development partners.
