ASUU Threatens Showdown with Kano, Kaduna, Jigawa Govts Over Unimplemented 2025 Agreement

The Academic Staff Union of Universities (ASUU), Kano Zone, has threatened to resume industrial action if the governments of Kano, Kaduna and Jigawa states fail to immediately implement the 2025 Federal Government-ASUU Agreement in their respective state-owned universities.

The union, at a press conference held on Wednesday at Bayero University, Kano, accused the three state governments of ignoring the agreement despite participating in the negotiations that culminated in its signing in December 2025.

The Kano Zone comprises Ahmadu Bello University, Zaria; Bayero University, Kano; Kaduna State University; Kano University of Science and Technology, Wudil; Federal University Dutse; Northwest University Kano; Sule Lamido University, Kafin Hausa; and the Federal University of Technology, Babura.

Addressing journalists, the Zonal Coordinator of ASUU, Comrade Abdulrazaq Ibrahim, commended the Federal Government for commencing implementation of the agreement in federal universities through the payment of outstanding salary arrears and academic allowances, including the Consolidated Academic and Tools Allowance (CATA), Secretariat Allowance (SAA) and Earned Academic Allowance (EAA). He, however, lamented that none of the state-owned universities in the Kano Zone had implemented the agreement, unlike institutions in Bauchi, Ekiti, Osun, Benue and Sokoto states.

The union also raised the alarm over alleged attempts by some university bursars to impose taxes on the Consolidated Academic and Tools Allowance, insisting that the allowance is tax-exempt under the agreement. It further demanded the payment of the withheld three-and-a-half months’ salaries of its members, as well as the settlement of outstanding third-party deductions and pension remittances, warning that continued delays amount to a violation of the agreement.

ASUU expressed concern over the country’s worsening insecurity and economic hardship, saying the challenges had negatively affected education and national development. It urged governments at all levels to take decisive steps to restore security and improve the welfare of citizens.

The union warned that the patience of its members had been stretched to the limit and vowed not to hesitate to deploy all lawful means to defend their rights if the affected state governments continued to disregard the agreement. It also appealed to parents, students, civil society organisations and the media to prevail on the governments of Kano, Kaduna and Jigawa states to fulfil their commitments in order to preserve industrial harmony and prevent disruption of the academic calendar.
